ARJEL (French Gambling Commission of the Ministry of the Interior) is an independent administrative body established by the Law on the Regulation of Open Competition in Gambling and Gambling of May 12, 2010, and serves the purposes of the state. Unlike many European countries that have not defined a special legal environment for the gambling business, France opted for a unique policy in Europe with the creation of a legislative framework aimed at: ensuring consumer protection, safety and fairness of gambling operations, economic balance, struggle money laundering, taxation. All licensed online operators – there are no more than twenty of them – must be based in the French domain (.fr) and are authorized to provide sports betting, horse racing and online poker services. Operators not licensed in France are blacklisted.
